The move by Imad al-Sayeh, head of the National Electoral Commission, has postponed the December 24 vote.
The head of the Libyan National Electoral Commission (HNEC) has ordered the disbandment of election commissions across the nation with a move to effectively postpone this week’s presidential election.
The internal statement leaked by Imad al-Sayeh on December 20 specified six points, most notably the “dissolution of regional and local election offices and committees.” A member of the HNEC board of directors confirmed the authenticity of the document on Tuesday.

Libyan President Mohammad Younes Menfi has yet to comment on a meeting with his Egyptian counterpart Abdel Fattah el-Sisi in Cairo.
Al Jazeera’s Malik Traina, from Tripoli, has reported that tensions have been rising in the country’s political and security apparatus over the past few weeks, questioning whether the December 24th election will be held as planned. Several observers said they expected the polls to be postponed, but authorities are reluctant to make that announcement.
“This is the first official signal that the election will not pass,” Train said of the HNEC document.
“The chairman of the election commission has instructed the election commissions and administrative offices to return to office before the election as if no election were to take place,” he added.
“Basically, that means telling temporary staff and election administrators to quit their jobs, to give up all election equipment.”
A few days before Friday’s polls, elections were already in the air, no official list of candidates was presented to the public and no formal campaign was underway.
Discussions on the basic rules governing elections have continued throughout the process, including the voting schedule, the eligibility of major candidates and the powers of the next president and parliament.
