The High Representative of Bosnia and Herzegovina talks about the country’s recent political crisis.

The worst conflict in Europe since its inception in Croatia in 1991, and in 1992 it spread to Bosnia and Herzegovina.

The bloodshed ended in 1995 after the signing of the Dayton Accords. Part of the agreement was the creation of the Office of the High Representative. Another result of the agreements is a very complex system of government.

The country is governed by a three-part presidency, each representing major ethnic groups. But how is the nation being governed effectively?
