In an attempt to land the plane lost contact with air traffic control, TASS cited a source.
There was conflicting news of what could have happened, with one source telling TASS that the plane could have crashed into the sea and another that it had landed near the coal mine near Interfaxi Palana.
The report says at least two helicopters and rescue workers were on a standstill search.
Russia, once known for its plane crashes, has improved its air traffic safety record in recent years.
But poor aircraft maintenance and lax safety rules continue, and the country has suffered several deadly air accidents in recent years.
The last major air accident occurred in May 2019, when a Sukhoi Superjet of the company Aeroflot landed and caught fire on the runway at Moscow airport and killed 41 people.
