Qatar’s construction industry had slowed down markedly ahead of the Coronavirus (COVID-19) pandemic, with growth averaging 0.4% between 2017-2019.

In 2020, due to the COVID-19 outbreak and the subsequent lockdown measures imposed in the country, the industry declined by 4.2% in real terms in 2020. According to the Planning and Statistics Authority (PSA), the construction industry declined by 4.8% year on year (YoY) in the fourth quarter of 2020, preceded by declines of 4.6% in Q3 and 4.3% in Q2 2020.

The publisher expects the industry to recover in 2021, growing by 2.8% in real terms, supported by an improvement in the energy sector, a rebound in the global economy and the ending of the economic blockade of Qatar from January 2021. The blockade had been in place since June 2017, when four Arab countries – Saudi Arabia, the United Arab Emirates, Bahrain and Egypt – cut diplomatic and trade ties with Qatar, and imposed a sea, land and air blockade on the country, claiming it was too close to Iran, and supported terrorism.

Construction output is forecast to record an annual average growth of 4.2% between 2022 and 2025, supported by the Qatar National Vision 2030, under which QAR60 billion (US$16.4 billion) will be invested in infrastructure and real estate projects by 2025. In addition, the country’s plan to increase the Liquified Natural Gas (LNG) production capacity will support investments in oil and gas projects.

The ratification of a new law regulating public-private partnership (PPP) will attract private sector investment in the development of infrastructure, schools and healthcare projects, supporting the industry’s growth over the forecast period (2021-2025).
